The victims included women and children. Following the deadly attack, many families have decided to seek refuge in Turkey.

Meanwhile, the forces of President Bashar al-Assad and the pro-government militia (shabiha) have committed war crimes and crimes against humanity, including in Hula, said Wednesday the independent international commission of inquiry on Syria, in its report to the UN Council of Human Rights.

The document notes an evolution of the conflict “into more brutal methods and new military capabilities on both sides.”

The independent commission to investigate abuses in Syria has hardly been able to get there. Only the President was authorized to go to Damascus. The largest part of the report, which covers the period from 15 February to 20 July 2012, was conducted through on-site interviews with refugees.
