Azerbaijan Hosting Solidarity Forum Of NGO’s – OpEd
Azerbaijan is hosting for the first time the Solidarity Forum of Non-Governmental Organizations (NGOs) of the member states of the Organization of Turkic States (OTS) is regarded as an important component of the country’s regional leadership and soft power strategy.
Through this forum, Azerbaijan demonstrates a leading position in the Turkic world at the level of civil society, while further expanding its influence both regionally and internationally. The address by President Ilham Aliyev and the state-level support given to the event clearly highlight its strategic importance. This indicates that Azerbaijan is an active and proactive actor not only in political and economic spheres but also in the field of public diplomacy.
Following the Karabakh Victory, Azerbaijan has become a significant platform for hosting major international events. During this period, the country has successfully organized numerous international forums, conferences, and official meetings, gaining extensive experience in this field. Foreign guests participating in these events become closely acquainted with Azerbaijan’s organizational capacity, security standards, logistics, and infrastructure, and leave the country with positive impressions.
Under the leadership of President Ilham Aliyev, Azerbaijan continues to strengthen strategic partnership, political dialogue, and cooperation with Turkic states in a systematic manner, enhancing its reputation in international arenas. Such events contribute to strengthening coordination across all fields among OTS member states, increasing mutual trust, and forming long-term cooperation mechanisms.
One of the main advantages of the forum is that it brings together NGOs of OTS member countries on a single platform for the first time. This platform creates a flexible and functional mechanism for the exchange of ideas, experiences, and projects. Unlike intergovernmental political dialogue, relations established at the NGO level lay the groundwork for more sustainable and socially oriented cooperation.

Holding the forum in Baku further consolidates Azerbaijan’s growing role in the region after the Victory and promotes the coordination of NGO activities related to humanitarian, cultural, and reconstruction efforts in the liberated territories.
In this context, the forum is also of great importance in terms of strengthening regional stability in the post-conflict period and attracting international public support for reconstruction processes. Cultural, humanitarian, and social projects implemented through NGOs positively affect Azerbaijan’s international image. The messages of state institutions and broad media coverage further reinforce this impact and enhance the country’s public diplomacy potential.
By bringing participants together, the forum establishes a solid foundation for joint grant competitions, educational and cultural programs, as well as climate and humanitarian cooperation projects. This expands networking, accelerates the implementation of regional projects, and creates synergy among NGOs. Such events build a sustainable cooperation infrastructure in the region while forming a positive international image. NGO platforms play the role of a social base that ensures the continuity of intergovernmental initiatives and intensify practical cooperation in humanitarian aid, cultural exchange, and youth programs.
At the same time, conference and event tourism contributes to the national economy through the development of the local service sector and the attraction of international donors and partners. NGO participation in economic projects strengthens integration between the business and social sectors. The NGO platform forming and strengthening in Baku can become a regional hub for permanent cooperation and information exchange within the OTS space.
The announcement of bilateral and multilateral grant competitions in the fields of culture, history, climate policy, education, and humanitarian reconstruction will further expand practical cooperation. The forum also lays the groundwork for the creation of regional leadership programs for youth as well as media and press cooperation projects.
Active participation of NGOs in the liberated territories will enable more systematic and coordinated implementation of restoration, social rehabilitation, and cultural heritage preservation processes. The organization of grant mechanisms and the formation of procedures within the OTS framework will make the activities of civil society institutions more transparent and effective.
At the same time, maintaining constant attention to risks such as inclusivity and transparency is essential for the forum to deliver real and sustainable outcomes. The Solidarity Forum of OTS NGOs held in Baku strengthens Azerbaijan’s regional leadership ambitions, public diplomacy and soft power strategy, as well as its practical cooperation capabilities (grants, projects, reconstruction efforts, youth programs). This forum serves the creation of concrete initiatives – new platforms, grant mechanisms, and future strategic frameworks – and contributes to deeper integration within the Turkic world.
