Terrorism Feeds On Ignorance And Underdevelopment – OpEd
In conflict-prone zones, wars are not fought on the ground. They are fought in the minds and hearts, where images, ideas, and words are used as weapons to intimidate the enemy. In war, propaganda works the most, thus providing a strategic edge to competing parties.
Similar to the states’ use of propaganda against the rival states, today, terrorist groups have waged a war of perception, targeting vulnerable youth by manipulating truth and reshaping ideas. Terrorist groups believe that slow erosion works the best and, therefore, gradually, these terrorist groups exploit cultural, ethnic, and religious fault lines in the conflict-prone zones. Besides exploiting the fault lines, terrorist groups corrode the trust balance between governments and the masses.
A United Nations Development Program (UNDP) about youth unemployment in Ghana has found that terrorists exploit youth emotionally and manipulate their genuine demands. In underdeveloped countries, terrorist groups exploit social inequality, intending to magnify the narrative of persecution. The manipulated and fake ideas developed by the terrorist groups are often appealing to the young minds who are skeptical about their future. The UNDP report also highlights that unemployment, social alienation, absence of employment opportunities are some of the persuasive factors that terrorist groups exploit for ideological purposes. In recent times, this phenomenon has become more visible, and it is aiding the recruitment drives of terrorist groups.
Another astonishing aspect of the workings of terrorist groups is their presentation. Today, the majority of terrorist groups in different parts of the world present themselves as liberation or resistance forces. These terrorist groups declare war against governments or the legitimate authorities of the state. Also, at times, these groups emanate under the banner of social reform movements. A European Union (EU) report about the root causes of violent extremism mentions that terrorists distort social rhetoric about rights and human freedom. These groups distort the social narratives to serve their agenda of violence and intimidation. For the impoverished and disillusioned youth, these groups provide the chance to fight for so-called big achievements; however, in reality, the youth are dragged into the cycle of exploitation where their sacrifices are never reciprocated.
Today, terrorist groups have relocated themselves from the front lines. Now, they have emboldened their presence on digital platforms. The Handbook of Terrorism Prevention mentions that, besides closely monitoring the activities, terrorist groups establish contacts with young people on digital platforms, and in the majority of cases, through social media apps. Through online magazines and global advocacy networks, terrorist groups spread carefully orchestrated narratives. The primary motive of their narrative remains glamorizing rebellion and demonizing moderation. Through such tactics, the terrorist groups trigger emotional reactions. For example, they repeatedly post pictures of human suffering and exaggerate fabricated stories. Once a young mind accepts this view, it becomes easy to control and manipulate their mind.
A CTC Sentinel Report released in 2025 argues that terrorist groups are exploiting digital platforms to promote their propaganda. The report revealed eye-opening trends about online radicalization. It mentions that algorithmic amplification and carefully crafted messages are disseminated to a certain audience. The most worrying aspect of the report is terrorist groups’ apt understanding of the information ecosystem. Terrorist groups flood social media platforms with texts comprising religious content. They design messages to target social media accounts of young individuals who are religious in orientation. Since the line between fabricated narrative and truth becomes blurred therefore propaganda starts appearing as reality.
One of the practical manifestations of terrorist use of the digital domain is the televised revelations of a former terrorist. During the interview, the former terrorist confessed that leaders of terrorist groups engineer narratives related to freedom and resistance. Such subjects are appealing, and they prove beneficial in manipulating the minds of young individuals. The confessions made during the interview expose the layered structure of propaganda that enables terrorist groups to selectively manipulate their narrative. The interview has clarified that what starts as discussions about justice or right movements gradually transforms into violence and coercion.
The fabricated narrative makes space in divided societies where institutions often fail to provide justice and social opportunities. The terrorist groups exploit every opportunity that can be used to coerce authority. In populations where employment opportunities are rare, terrorists’ narratives sound convincing. Resultantly, terrorist groups exploit the grievances of the local masses and lead them to a destructive fate. By labelling rebellion as dignity, these groups transform misery into a weapon. The result of manipulation by terrorist groups is devastating. Even generations are killed by wars that are fueled solely by lies. What starts as ideological ideas usually ends in the form of a criminal enterprise that thrives on extortion and smuggling.
In nut nutshell, the wars waged by terrorist groups are not against the Armies, rather against awareness and ideas that can ignite change. It is all about understanding that propaganda and false narratives always seek to undermine opinions and abolish hopes. False slogans, exaggerated grievances, and emotional appeals are designed to discourage peace, harmony, and unity. The real revolution is rejecting manipulation and choosing to resist. Those who devastate peace and ignite hatred have no place in the future. Time will remember those who kindle positive change. Today, every young mind must understand that the greatest act of courage in the modern age is clarity and truth, and these are the only approaches to claim dignity.
